Has this skin ever been released?

I saw it a few months ago in the customize menu & thought it was an unreleased skin. A few months later and I still haven’t seen anyone use it or in the shop. I’ve been playing since Beta so it’s very possible that I just missed or forgot about it. Does anyone have or seen this skin?
