Waiver Wire Question as Commissioner

I haven't opened the waiver wire up for the 2024 season. We just switched to FAAB this year.

Once I open the wire, can people just pick anybody up? Or will it allow teams to bid on players for a couple days?

I know that the in-season waiver closes for a couple days and then will sell the player on Tuesday (or whatever day it is set) to whoever had bid the most on him. But how does the opening of the waiver wire for the season work? I want everyone to have a couple days to bid on the available players rather than somebody snatch them up at 12:01 when the wire opens.
