I have a question about the suits

If there is a camera and other electronics in the helmet of the suit, how did the founders know how many to make? Like I’m sure the citizens of the silo aren’t building cameras and advanced radios to relay video back to the silo so there has to be a bunch of helmets in storage somewhere. Over the course of a few hundred years that’s gotta be thousands of people who have gone outside. Where are these helmets coming from? And if there are a ton of them, why did Juliette have so much trouble finding another one in silo 17? Aside from it being a part of the plot.
