Optional Student Fees

Sorry if this has been asked before but I couldn't find anything about it.

Am I not allowed to join clubs or use the wifi or participate in school events if I don't pay AS Resource Fee, Student Representation Fee and the Student Benefits fee?

I don't need a bus pass and I already have my SMC id from years ago so I've been considering opting out.
