Charging extra per accident?

I’m working on a new rule for dog-sitting and would love your input.
After several experiences with owners claiming their dogs were house-trained (when they weren’t), I’m debating implementing a rule to distinguish between owners who lie and dogs who are genuinely anxious in a new environment. I also make sure to inform owners in person and in writing of this rule before booking, so there are no surprises about potential charges.
Since it’s common for dogs to mark or have accidents while adjusting to a new space, I’ve structured the rule as follows:
🐶 The first four accidents are covered at no charge.
🐶 After that, additional accidents incur a cleaning fee: $10 for accidents on the floor and $30 for accidents on furniture.
Do you think this approach is fair and reasonable? If not, how would you suggest filtering out owners who aren’t truthful about their dog’s potty training?
