Has there been a shift down in ranks?

My peak this season was plat 3, and I was around plat 2 average. Now I've fallen to gold 3 in everything but rumble and hoops, and I'm still going against people with S14-S15 diamond and plat tournament winner titles. I'm not sure if this is because of the new rank changes or something else, but I've been hardstuck gold 3 for over a month (1/4 of the time I've been playing rocket league), and it seems like my opponents are just getting better and better. I'm going against mechs that are clearly diamond level (airdribbles, flip resets, pinches and long distance redirects), and while I can still maintain gold 3 div 3-4 pretty well, getting into plat again has become an impossibility.
