Is Wukong boundless or outerversal.

Hear me out, Buddha is a religious practice by real people, for people in china who believe in Buddhism, Buddha is there god, so doesn't that mean he is boundless? He isn't bound by fiction and is believe to be above all creation right? At the end of JTTW Wukong became Buddha equal, so is he boundless, or would it still count for him to be outerversal? PLEASE TELL ME!
