Report Level Security PowerBI Service

In our company, we face the challenge of managing multiple reports within one App. Each Business Unit is assigned to a specific Audience Group, and currently, there are already numerous Audience Groups within the App. 

At present, our company does not have Row-Level Security (RLS) implemented. Therefore, I am exploring alternative ways to manage permissions on a report level. The issue is that the permissions set in the Audience Groups overrules the dataset permissions, making it impossible to handle permissions for the dataset behind each individual report.

Is there any method or workaround that allows us to manage permissions on a report level without relying on RLS?
