Does bonus help from skills speed up pity skill procs?

Just wondering how pity procs work and if raikou or Jolteon having their skill trigger on a pokemon like Gardevoir count towards getting its skill to trigger sooner?

Not sure if it makes sense since I don’t think I understand pity procs too well lol
