TME question

With Technical Machine Evolution, you can pick a pokemon on the bench to evolve.

When I do this with Eevee Ex, with Flareon Ex (or others) in the deck, it doesn't work. Is it a bug with these cards, or is this a reading comprehension problem? Thanks!
