How to turn on hoverboard effect for speed-dial icons

So, until recently, I had this cosmetic effect applied to the icons on my start page (I believe it was called Hoverboard). Basically, this effect would cause the icons to tilt in the direction of the mouse when hovering the cursor over them. I updated my browser today, and that feature vanished. It's not a major thing, but it's really bugging me since I got so used to it. How do I turn the feature back on?
