Why do we have conversations about the government paying for college but not why college is so expensive? Why aren't college held to a competitive pricing model?

How can a college have billions of dollars and be so expensive? The interest alone is enough to pay tuition for every single student that comes through the doors! What the fuck is actually going on where tuition is going up every semester?
