Why do Chinese takeout places give you packets of mustard? What dishes are those for?

I'm in my 30s and I don't think I've ever seen a single person use a mustard packet that comes in a Chinese takeout bag. Duck sauce, sure. Soy sauce, of course. But never the mustard.
