Bella/Found Abandoned at El Monte Park

This 4 Month old girl was just abandoned at El Monte Park two days ago. We don't know what shelter she will be going to. Possibly, Downey, which means she will be put down in a week or so. She has no chip or tags. Can anyone step up to possibly foster or adopt?
