Why not all in on USA

Can someone explain to me please why would i want to put my money in countries that don’t support economic development. Why wouldn’t i want to deploy my capital in a country that encourages economic growth and support entrepreneurs and instead put it in countries with backwards incentives and a distrust for capitalist principles. Thank you! I want to buy XEQT but find it more risky than VFV imo.
