Best Laptop/PC to run GSPro Simulator

I have the BenQ700STi projector and I will using the 4:3 aspect ratio due to the size of my screen. The GSPro website recommends 10GB free space, RTX 3080 GPU, and 16GB memory for a great 4K experience. I won’t necessarily be using 4K but I just want to have the best options to choose from. I also am about $1500 over my initial budget so trying to find a decent deal. I am a total rookie when it comes to this kind of thing so trying to figure out what I need here.

Trying to figure out sure fire options for the PC/Laptop to run the software. Initially I was leaning towards a laptop due to convenience and the fact that I have the simulator set up in the garage in North Carolina. Lots of humidity and heat so I was thinking I can take the laptop inside when I am done versus moving the PC around.

Any advice?
