Can be Grinded out via Blossom of Revelation Ley Line which costs 20 original resin or a condensed resin. Also can get more books from the battle pass and upcoming events!
So with her basic level up plus ascension and talents, in total you’ll be needing 7,049,500 mora TOTAL. This is actually an insane amount if you plan on getting her maxed completely day 1.
STATS
-EULA BASE HP COMPARED TO THE OTHER CLAYMORES
So I went ahead and made a comparison chart so we can see all the claymore users stats together. Here is all the claymore users Base HP compared and we can see that Eula Doesn't have the best base HP out of the claymore users starting at level 1, that title goes to Beidou who has 1094 but comes in second with 1030. But by level 80 and up, Eula ends up beating Beidou and has the best base HP out of all of them at 13226 at level 90, 176 more HP than Beidou at lvl 90.
-EULA BASE ATK COMPARED TO THE OTHER CLAYMORES
Starting at level 1, Eula has more base attack than Diluc by 1 point with 27 and by level 90 she beats him by 7 more points with 342. With this into account she also has a pretty fast attack speed, rivaling razor when he uses his Lightning Fang ability, so her DPS output is gonna be a whole lot not including her crit rate and crit dmg which we’ll see in a bit. Even though her base attack is really high, Xiao is still has the game’s highest base attack by 7 points above Eula’s base attack.
-EULA BASE DEF COMPARED TO THE OTHER CLAYMORES
For defense we can see that her base defense compared to the others isn't the best but not the worst. By level 90 it gets a little better and she ends up having the same base defense as Razor but then again, not the best in defense. THIS however gets better with the Grimheart stack buff from her Icetide Votrex. Which I talk about more in the Talent section.
-EULA AND DILUC ASCENSION STAT COMPARISON
I just wanted to compare Eula and Diluc’s Ascension stat which for Eula is Crit DMG% and Crit rate and Diluc is Crit Rate% and Crit DMG. I think Eula having Dmg% is good but would be better if it was like Diluc’s and it was Crit rate% so that she can land more of those crits. Still Her high Crit DMG and High physical DMG capabilities are gonna be cracked. Just try and get her crit rate up when building her.
TALENTS
-FAVONIOUS BLADE WORK (NORMAL ATTACK)
She swings her sword quite precise and eloquently 5 times and her charge attack looks a lot like Diluc and Beidou’s where she swings in front of her, instead of spinning like a cog wheel like Noelle, Chongyun, Razor, and Xinyan.
Here are the stats for each hit! Diluc actually has higher stats for these but only hits 4 times and not 5 and Eula actually has faster attack speed so she’ll be able to attack more frequently, outputting more physical dmg consistently which ultimately equals more dmg.
-ICETIDE VORTEX (ELEMENTAL SKILL)
This ability can be pressed or held down similar to bennet’s elemental skill. Pressing the ability slashes swiftly causing cryo dmg and Eula gains a stack of Grimheart which can be stacked up to 2 times and stacks are gained once every 0.3 seconds. The CD when pressing is 4 seconds. Holding down the ability releases the stacks of Grimheart and she lashes forward, dealing AOE cryo dmg to enemies in front of her. If Grimheart is consumed, surrounding enemies will have their physical Res and cryo Res decreased. The CD when held is 10 seconds. Also each consumed stack of Grimheart will be converted into an icewhirl that deals Cryo DMG to nearby enemies.
-GRIMHEART
This Effect increases Eula’s resistance to Interruption and buffs her DEF. Her DEF bonus per stack goes up by 30%. The effect lasts for 18 seconds.
-GLACIAL ILLUMINATION (ULTIMATE)
This ultimate releases cryo DMG to nearby enemies and creates a Lightfall sword that follows her around for 7 seconds. This is her first elemental burst. Her Lightfall sword increases Eula’s resistance to interruption. When Eula’s normal attack, elemental skill, and elemental burst deal Dmg to enemies, it will charge the Lightfall sword one energy stack every 0.1 second. Once this duration ends, the Lightfall sword will explode, dealing physical dmg to all nearby enemies. If she leaves her field the sword will explode immediately. The cool down on her ult is 20 seconds and it costs 80 energy which is alot, hence why most people are gonna run an ult battery cryo character. The maximum stacks for the Lightfall sword’s energy is 30 and her DMG numbers are percentage base.
PASSIVE TALENTS
-ARISTOCRATIC INTROSPECTION
Aristocratic Introspection giving the user a 10% chance to receive double the product of converted talent level up books. I think with Eula Requiring 114 Philosophies of Resistance books this comes in handy so I suggest converting your books AFTER you get Eula.
-ROILING RIME
This is an extension to her Elemental skill Icetide vortex where if 2 stacks of Grimheart are consumed during the holding form of her ability then the shattered Lightfall sword will explode and deal 50% of her basic physical DMG by the Lightfall sword at the end of her ult. So if it doesn't kill them the first burst then the second should finish them off.
-WELLSPRING OF WAR LUST
resets the CD of Icetide vortex and gains Eula a stack of Grimheart when she ults.
CONSTELLATIONS
-C1 TIDAL ILLUSION
Every time a stack of Grimheart is consumed, Eula’s Physical DMG is increased by 30% for 6 seconds and each stack consumed will increase the duration of this effect by 6 seconds upto a maximum of 18 seconds
-C2 LADY OF SEAFOAM
Decreases the CD of Icetide vortex’s holding mode which is 10 seconds to the same CD as the press mode which is 4 seconds. Basically makes the holding and press mode the same CD which is really nice.
-C3 LAWRENCE PEDIGREE
IT just levels Glacial illumination, her ult, by 3. Letting you level the talent to 15
-C4 THE OBSTINACNY OF ONES INFERIORS
Makes the light fall swords deal 25% increased DMG against opponents less than 50% HP
-C5 CHIVIALRIC QUALITY
Its just like C3 and levels her Icetide vortex elemental skill by 3 more. Making the max level for the talent 15
-C6 NOBLE OBLIGATION
Makes Lightfall swords created by her Ult, glacial illumination, start with 5 stacks of energy. Normal, elemental skill, and elemental bursts have a 50% chance to grant the Lightfall sword and additional energy.
TEAM COMPS
For team comps you’re gonna wanna run a physical DMG comp to bring out her full potential. I suggest running an electro user for the super conduct buff that reduces your opponent's physical res by 50% and a cryo battery for her ult. Also Having double Cryo also has makes your party affected by electro 40% less time and increases crit rate against enemies who are frozen or affected by cryo by 15%
-PHYSICAL COMP
So here are some of the best options to fill the team’s electro slot from best to worst starting with Fischl, Beidou, Lisa, Razor, and Keqing (Lisa, Razor, and Keqing could really be interchangeable however you wanna rank em)
For the cryo battery from best to worst, you can use Diona with a high refined sacrificial bow for that good recharge, c2 Ganyu, Diona without the high refined bow, Rosaria, Kaeya, Qiqi, and Ganyu c0
ARTIFACTS: 4 Piece Pale flame or a 2 piece Pale flame and 2 piece
4 piece Pale Flame vs 2 Bloodstained and 2 Pale Flame
Both sets give a 50% buff to physical dmg but the 4 piece pale flame gives you the bonus plus a 9% attack increase on top of that 50% and if 2 of these stacks are used then the effect increases by 100%. The thing is however, its gonna be harder to maintain due to the 2 stacks and the timing of when you use your elemental bust attack to stack the effects. My friend Braxophone made a video further explaining the 4 piece pale flame set and even goes and tests out the set on every character to see if it works

WEAPONS
Song of Broken Pines
This is gonna be Eula's best weapon! This has the best Base attack stat out of all the claymore weapons with 49 vs Skyward pride’s 48 and its sub stat will be Physical DMG% which heavily benefits Eula. Song of broken pines will have an increased attack by 16% and when a normal or charged attack hits an enemy, the character will gain Sigil of whispers. This effect can be triggered once every 0.3 seconds and when you have 4 sigils of whispers, all will be consumed and all party members will have the Millennial movement effect for 12 seconds. This effect increases normal attack speed by 12% and increases attack by 20%. Once the effect is up, you won't be able to gain sigils for 20 second
Refinement
Level 2
Increases attack by from 16% to 20% when a normal or charged attack hits an enemy and the Millennial movement effect increases normal attack speed from 12% to 15% and increases attack from 20% to 25%
Level 3
It just buffs the percentages so the increases in attack for refinement 3 goes from 20% to 24%, The Attack speed from 15% to 18% and the increase attack by 25% to 30%
Level 4
Increases the 24% to a 28%, The attack speed from 18% to 21% and increases attack from 30% to 35%
Level 5
Increases the 28% to a 32%, 21% to 24% and the 35% to a 40%

These drop from Hilicurls and Mitachurls. Not sure if I actually need to explain this since everyone should know where to find them and should have a fair amount.
If you arent getting SOBP then here are the other swords you can use!
For 5 stars you can use Wolf’s Gravestone, Skyward pride, or The unforged. The unforged being the worst out of those since you require a shield to fully use it.
4 star weapons
From best to worst in my opinion are.
Snow-Tombed Starsilver (which has a sub stat of physical dmg and has a buff to cryo)
(FOR F2P SERPENT SPINE IS BETTER)
Serpent Spine (sub stat of Crit rate%)
Black Cliff Slasher (sub stat of Crit dmg)
Prototype archaic (sub stat ATK%)
Royal great sword (sub stat ATK%)
Sacrificial Greatsword (sub stat Energy recharge%)
Favonious great sword (sub stat Energy recharge)
Depending on what comp you have you can also use Lithic Blade if you have a couple Liyue Characters since it gets buffed the more Liyue characters you have in your party. The other swords (Whiteblind, Rainslasher, and the bell) are in my opinion the worst options so try and avoid using those especially since you can craft Snow-Tombed and Archaic for free in game.
In conclusion, I'm gonna try and pull for Song of Broken Pines and if I'm really lucky, try and aim for a Eula c1 or c2, we’ll see how my wallet feels after and if Mihoyo wants to be nice to me. My team comp is probably gonna be a bit different than the usual physical dmg comp that i mentioned but I’ll make a guide video when she drops to properly go over team comps and see what works and what doesn't.
