In Japan, even when someone reports being a victim of sexual assault to the police, they are often turned away, with officers citing reasons such as lack of evidence. Studies indicate that in nearly half of such cases, the police refuse to accept the incident report. Without accepting the report, an investigation never even begins.
For example, in one case, a photographer touched a victim's chest and bottom without consent during a photoshoot. Although the victim had an apology message from the perpetrator and testimony from a third party, the police refused to accept the victim’s report, claiming that the perpetrator's actions were not intentional.
In some cases, even if police witness the crime, they may simply take the offender into a separate room to issue a warning and let them go without further action.
