What's the Best Dragon Tribal Commander?

The first deck I ever built was an Ur-Dragon deck, and to be honest it just...didn't do anything. My opponents would just steamroll me game after game while I sat there with a handful of dragons that weren't helpful at all. I think I've grown a lot more as a deck builder since then and I'm ready to make another attempt at a dragon tribal deck. My biggest hurdle now is the budget. I want to stay around $150 while making a deck that can hold its own at my LGS. What commander has the best balance between fun and power at that budget? Should I have another go at the Ur-Dragon? Try Miirym? I'm not a huge fan of combo decks so I think Scion is out. What do you think?
