Time vs Offer

So this has probably been asked before. But I'm here to ask again! When dashing in a small town with a wide range of area, should one dash by time or by offer? To me it makes the most sense by time, seeing as I could be dashing father places just based on the size of my map alone.

But I'm wondering if I'm losing out on money on not doing it by offer.

Any insights?
