Why killers with high ping get such an unfair advantage instead of being punished like in any other online games??

I just love it so much when I want to play some survivor but I get a killer who VPNs from f*cking Kepler-452b and hits me from across the map or literally gets hits that in any other scenario should have NOT absolutely connect, why killers with high ping get such an unfair advantage?? In any other online game you get punished for having a McDonalds wifi but in DBD you become a god.
