Help! What’s wrong with my Christmas tree?

The bottom section quit working last season. Instruction manual doesn’t mention how to fix this. It’s flocked which covers the bulbs, making them hard to inspect. Second photo shows a bulb with some flocking material on it, but third photo shows a bulb completely covered. What am I looking for in order to fix it? What do I do?
