Changes to medical certificates thia new year ?

Hey guys, so my question is to the new apparent changes to med certs this year. Apparently they are allowed to be for upto 24 months now.

So I find it weird, the reason most of us get them rejected is cause they are ticked for longer than 13 weeks, then centrelink say your condition isn't temporary. So it gets rejected.

So I don't understand, how this change works ?
