Can someone please explain why would SMT-Senior Management support retro fitting the buildings rather than taking the same money and redirecting it into employees, programs and services

To elaborate more. Wouldn't it be helpful if we gave up the space as it would save a lot of money and / or get smaller space. And take the money we save and put it into retaining staff? If someone can explain this concept, it would be greatly appreciated
