Purchased Tickets That Cannot Be Used - Site Question

Probably didn't title this right, but hopefully someone will get it! I've seen a few posts mentioning a site people go post about tickets they can't use, and are just wanting to give them away or sell them at face value (or possibly do an exchange). Unfortunately I didn't bookmark it, so if someone can tell me what it is, it would be much appreciated.
