Why the game don't have these operator outfits now?

I finally have my own money and bank account and I wanted to buy like the Desert Viper outfit for example but then I realized they're weren't available. And all the other outfits like the ones for the bosses or the anime one are either trash, or they are too expensive. Like seriously why?
