Not sure who knows what they're talking about

I got hired on and was told I had to basically work my way up the ladder to first shift. I finally got to second shift, and I saw they ended up hiring a completely new person for first shift. I mentioned it/asked about it and apparently the rule is it's not a move up the ladder type of deal.

Basically all I said was, good to know now I know what to do.

(I don't blame my manager at all, manager might not have even know the exact rules but needed to fill spots when hiring me which i get that, but yeah now I know to just start looking for first shift elsewhere)
