Is a counter to Fimbulwinter possible in the Wonder Age?

I'm new to the PVP side of AoM, but I feel like I'm getting dumpstered by this single ability every single time I'm in a game. If I can't manage to get to the wonder before its completed, I have to resign, because I haven't found anything that's able to counter it.

For you good players out there, what is the best way to counter something like this, if anything? Would love any insight.

EDIT: Don't let them reach the wonder age, got it.
